Our Charter

The Charter of the National Information Technology and Development Agency (NITDA), Federal Ministry of Communications Technology.

ARTICLE 1: PREAMBLE

Inspired by the dire need to bridge the digital divide within our country and between our country and the developed world;

Aware of the urgent need for Nigeria to effectively join the global economy and the emerging information society, and for Nigerians to become globally competitive using ICT as a tool;

Aware also of our solemn and onerous task in spearheading this movement in trust over 120 million Nigerians;

Mindful of our role as the clearinghouse for ICT projects in the public sector;

Eager to ensure the development of a critical mass of ICT proficient men and women in our populace;

Committed to the drive to bring government and its services closer to the people through ICT;

Conscious that we are a good corporate citizen of our immediate community, our country and the cyber world;

Whereas we have been entrusted with the implementation of the National IT Policy, which seeks to make Nigeria an IT capable country in no distant future; and

Whereas also we have been mandated to supervise the management of the country code Top Level Domain as a national resource, we the Management and Staff of the National Information Technology Development Agency (NITDA) make for ourselves and our Agency this charter as a solemn declaration of our pact with all Nigerians wherever they may be:

ARTICLE 2: VISION AND MISSION STATEMENTS

2.1 Our Vision:

To be the prime Agency and catalyst for transforming Nigeria into a knowledge-based and IT-driven economy.

2.2 Our Mission:

We are a world class IT Agency totally committed to the transformation of Nigeria into an IT driven economy for global competitiveness through a faithful and creative implementation of an IT policy for Nigeria.

ARTICLE 3: OUR DUTIES TO NIGERIANS AND OUR NATION

3.1 We shall:

a) Publish, not later than Dec. 31 of every year, a national ICT agenda to be the focus and guide for the development of ICT in Nigeria for the succeeding year; the publication shall be an outcome of consultation with (or opinion surveys of) stakeholders within and outside the Agency, and shall be delivered from the provisions of the National IT Policy;

b) Maintain an Agency (with headquarters and zonal offices), which are open and available to all Nigerians;

c) Supervise the management of the country code Top Level Domain in the interest of all stakeholders in Nigeria;

d) Execute our mandate through virile public-private partnership where public services of commercial nature or magnitude are provided through credible private sector companies under our supervision;

e) Respond to all enquiries and acknowledge all correspondence within reasonable time, as best we ca, and within the limits of our knowledge and the ambits of subsisting legislation in the country;

f) Routinely publish all our guidelines and regulatory information on our website, office notice boards and journals, national newspapers and in other public places accessible to the generality of Nigerians;

g) Be an equal opportunity employer guided by the principles of federal character, observing an open and competitive staff selection process where vacancies are advertised internally and outside the Agency; and positions are filled from outside the Agency only when there are no capable candidates within the Agency;

3.2 We shall not:

a) Compete with private individuals or companies to provide services that are better undertaken outside of the public sector;

b) Practice any form of discrimination either against our own personnel or any other Nigerian;

c) Encourage graft within our Agency or in any of our operations;

d) Abuse the privileges of our office, position, power and authority;

3.3 But we shall:

a) Remain an enabler, catalyst, motivator and regulator in the IT sector and in the use of the Internet in Nigeria;

b) Maintain a public- friendly, clean and attractive office environment;

c) Observe the principles of the rule of law (such as fair hearing) in our dealings with both staff and the public;

d) Constantly strive to develop and keep a committed, trained and motivated workforce who will render the highest standard of service to the public;

e) Pay our suppliers and contractors duly and promptly for services satisfactorily rendered;

f) Constantly develop and review rules and policies to help eliminate or check abuse of persons and office in our work environment;

g) Periodically conduct and publish surveys of our public and staff satisfaction levels;

ARTICLE 4: RIGHTS OF THE PUBLIC

Any member of the public shall have an inalienable right to:

a) Request and obtain all non-classified information about the activities and operations of the Agency;

b) Visit our offices during visiting and official hours;

c) Have access to the phone numbers, email address and other contact information about our officers and offices intended for the public;

d) Apply for any advertised job or contract in the Agency for which he considers himself to be qualified;

e) Demand for redress from the Agency if his person or his rights in this charter (whether explicit or implied) has been injured; if any proper demands are not met, he may appeal to our supervising authority whose decision shall be binding on the Agency.

ARTICLE 5: OFFICE AND PERSON TO WHICH COMPLAINS MAY BE DIRECTED
