NITDA has addressed the implementation of National IT policy from three main strategic angles namely: Infrastructural capacity building, Institutional Capacity Building and Human Resource Capacity Building In view of the cross cutting nature of IT and the drive for accelerated IT development and diffusion in the country as mandated under the IT policy, NITDA has embarked on the development of an IT Strategic Action Plan and programme on a sector-by-sector basis.
The purpose is to integrate ICT into national development.
A broad-based national body consisting of experienced professional in the various sectors of the economy have been set up and charged specifically with preparing a national ICT strategic plan of actions and programmes that will cover the various sectors and identify particular programmes for short, medium and long term implementation by identified stakeholders (in conjunction with local and /or international private sector organizations where necessary). The idea is to set out a time-sensitive action plan with realistic targets and benchmarks for sectoral applications of ICT for national development.
To achieve the above target and produce an all inclusive and generally accepted Plan of Action, all stakeholders in the various sectors identified by the National IT Policy have been earmarked to make input especially in the areas that are relevant to them in implementing the plan of action.
It is to design sector specific actionable programmes with targets action lines that will enhance the use of IT to drive the national economy for development and sustainable growth.
Due to enormous work and the desired input from all stakeholders, the programme was initially grouped into two phases as follows:

Deliverables of the Strategic Action Plan:
• A vehicle for the implementation of the national IT policy according to the specific needs of each identified sub sector of the economy
• Identification of relevant programmes and actions that would assist in the achievement of a much broader agenda of the Nigerian government. This is in line with the broad national objectives as expressed in government’s National Economy Empowerment Development Strategies (NEEDS); State Economic Empowerment Development Strategies (SEEDS); and service delivery charter
• Re-alignment of key sectors of the economy predominantly driven by oil to ICT based knowledge economy
• A road map for transforming Nigerian Economic, social and political landscape
• Positioning of ICT as the driving force of Nigerian socio-economic development
